Baby & Child Passport Photo Singapore: ICA Rules and At-Home Tips 2026

Mar 17, 2026
9 min read

ICA uses the same 35×45 mm (400×514 px) photo standard for babies and children as for adults. The difference is how you get there: neutral expression and eyes open are still required, but ICA allows some flexibility for infants. Here’s what’s allowed, what gets rejected, and how to take a compliant baby or child passport photo at home.

ICA Baby & Child Photo Specs

Same dimensions as adult: 400×514 pixels, 35×45 mm at 300 DPI, white background #FFFFFF, JPEG. Face should occupy 70–80% of the frame where possible. For very young babies, ICA may accept a slightly more relaxed pose (e.g. eyes open, mouth closed) but the size and background must still be correct.

SpecRequirement
Size400 × 514 px (35 × 45 mm)
Background#FFFFFF only
Face70–80% of frame; eyes open, neutral
FormatJPEG

No hats, headbands (unless religious and always worn), or toys. Baby can be held or propped; the final image must show only the child’s face and shoulders on white.

Age-by-Age: Newborn, Infant, Toddler, Older Child

AgeWhat to aim forNotes
Newborn (0–2 months)Eyes open, mouth closed, face centredShoot after a feed; use a white blanket or sheet behind. Someone can hold baby; crop to face + shoulders only.
Infant (2–12 months)Same specs; neutral expressionUse a white backdrop; avoid shadows. Short sessions; take many shots and pick the best.
Toddler (1–5 years)Same as adult; eyes open, no smileExplain “passport face”; use a toy or screen above camera to get attention. White wall or sheet.
Older child (5+)Full adult rulesSame 70–80% face, #FFFFFF, neutral expression.

ICA does not use a different size for children. One compliant photo works for passport and most visa applications.

What ICA Allows vs Rejects

AllowedRejected
Baby held by adult (crop to child only)Adult hands or body visible in final image
White blanket or sheet as backdropGrey, cream, or patterned background
Slightly tilted head if unavoidable for infantStrong smile, eyes closed, or mouth open
Same 400×514 / 35×45 mm as adultDifferent size or aspect ratio
Recent photo (within last 3 months for renewal)Old photo where child looks different

When in doubt, match adult rules: white background, face 70–80%, eyes open, neutral.

Taking the Photo at Home

Setup: White wall or large white sheet; no shadows or folds. Baby can lie on the sheet or sit on a parent’s lap (out of frame). For toddlers, a chair in front of the wall works.

Lighting: Even, front light. No harsh side or top light that casts shadows. Overcast daylight or a soft lamp in front is better than a single ceiling light.

Timing: For babies, shoot when they’re calm (e.g. after a feed). Take many shots in a short window; pick the one that best meets eyes-open, neutral, centred.

Crop: After taking the photo, crop to 400×514 with face 70–80% and replace background with #FFFFFF if needed. GetVisaPic does this so you get an ICA-ready file without a studio.

Do's and Don'ts for Baby & Child

DoDon't

One Photo for Passport and Visa

One compliant 400×514, #FFFFFF, face 70–80% photo can be used for:

  • Singapore child passport application or renewal
  • Visa applications that accept the same size
  • NRIC when the child is older (same specs)

Take once, use for passport and typical visa needs.

Get a Compliant Crop and Background

  1. Take the photo at home against white, with even light and the best expression you can get.
  2. Upload to GetVisaPic. We crop to 400×514, set background to #FFFFFF, and output a JPEG.
  3. Download and use for ICA passport or visa submission.

Useful when the child is asleep or uncooperative: take several shots, pick the one that’s closest to neutral and eyes-open, then let the tool fix size and background.

FAQ

Is the baby passport photo size different from adult in Singapore?
No. ICA uses the same 35×45 mm (400×514 px) for all ages.

Can my baby have a slight smile?
ICA prefers neutral expression. For infants a small variation may be accepted, but neutral is safest.

Can I hold my baby in the photo?
You can hold the baby while taking the photo, but the submitted image must show only the child’s face and shoulders on white. Crop out the adult.

What if my toddler won’t look at the camera?
Use a toy, screen, or helper above the camera. Take many shots; use the one with eyes open and face most frontal.

Can I use the same photo for passport and visa?
Yes. One compliant 400×514 photo works for Singapore passport and most visa applications that use this size.
